Welcome to VMUN 2018

Vasconcelos Model United Nations is an interactive and dynamic forum for students to become more proficient in skills such as continuous research on global issues, critical thinking, rhetoric and problem solving. It is through collaborative work that students, who assume the role of representing a nation, engage in a formal discussion to deliberate and find feasible solutions to real and current problems which affect our world. In this edition, we would like to place emphasis on the areas of privacy, security and safety.

Delegates are recognized for their performance in collaboration, leadership, argumentation and problem solving skills. At the end of VMUN, students leave feeling motivated and endowed that their voices can make a difference in attempting to have a better world.

VMUN is one of the few models in the state of Guanajuato, and the only one in San Miguel de Allende, for elementary and junior high students. We are really looking forward to your participation in this event.

Around the world, millions of children are denied the rights to safety, health, play and education. Children are also deprived of what they need to grow up healthy and strong because of their place of birth,  their race, ethnicity or gender; or because they have a disability or live in poverty.

Topic A

Increasing Safe and Legal Channels for Children to Migrate and Seek Refuge.

Around the world, nearly 50 million children have been uprooted. This figure includes millions of children caught in wars. This figure also includes children driven from their homes by violence or deprivation and forced to make difficult and dangerous journeys abroad, children who are out of school and don’t know when they might return.

This child refugee crisis is the worst since World War II. Whether these children are migrants, refugees or internally displaced, they are all children first. As a delegate, you should find viable means in order to guarantee the safety and welfare of uprooted children whose life is in danger.

Topic B

Children and Adolescents’ Right to Protection Under Contexts of High Vulnerability.

The Children’s Right Convention ratifies main principles which should be reflected in the laws, policies and society as a whole, for every child of any country or civilization with no exceptions. Keeping always in mind a higher interest on the welfare of the children, it seeks to promote the rights to non-discrimination, survival, growth and development; as well as the opinion and participation of under 18 people in every concerning aspect; protection against child labor, violence eradication, full equality, among others.

Delegates, it is vital that you look for an elaborate and systematic plan of action which pursues the protection, enacting and severe penalties to whomever attempts to violate these rights.


The Security Council primary responsibility is the maintenance of international peace and security. The Security Council takes the lead in determining the existence of a threat to the peace or act of aggression. It calls upon the parties to a dispute to settle it by peaceful means and recommends methods of adjustment or terms of settlement.

Topic A

Measures to Strengthen International Counter Terrorism.

Organizations and initiatives with a counterterrorism component have grown considerably in recent years. Today, a web is developed and overseen by over 70 international institutions and networks around the world. These efforts focus on everything from promulgating international legal rules to developing global policy standards; from drafting model criminal laws to promoting intelligence- and information-sharing.

To date, the full scope of these efforts has not, As a delegate, you shall be aware of existing information and institutions which are already developed in this matter.  You should also propose strategies to gather these isolated efforts in one place.

Topic B

The Complete Eradication of Chemical Weapons.

Modern killing by chemicals is a cruel and calculated way to destroy humans, but preserve physical structures, roads and machines. A warmonger who wants to preserve infrastructure but destroy the lives of opposing armies, collaborating civilians and innocent bystanders has decided that life is cheap but buildings are not.

Delegates, use this moment to take a strong, moral and consistent stand to promote extreme verification internationally. Only extreme verification with global partners can move the world toward total eradication of this dreadful devastation.

Human rights are rights inherent to all human beings, whatever our nationality, place of residence, sex, national or ethnic origin, color, religion, language, or any other status. We are all equally entitled to our human rights without discrimination. These rights are all interrelated, interdependent and indivisible. Universal human rights are often expressed and guaranteed by law. International human rights law lays down obligations of Governments to act in certain ways or to refrain from certain acts, in order to promote and protect human rights and fundamental freedoms of individuals or groups.

Topic A

El derecho a la privacidad en la era digital.

La era digital se caracteriza por el uso de datos que se pueden obtener con facilidad en el ciberespacio. En muchos casos, esta información tiene la etiqueta de privada, mientras que los titulares desconocen cómo ésta se ha obtenido y utilizado.

Durante las últimas décadas los asuntos de protección de datos han sido cada vez más una fuente de preocupación a medida que la transformación digital en el mundo se acentúa. Como delegado, es fundamental establecer un buen marco regulatorio de los datos personales y el acceso a los mismos por partes de instituciones y particulares.

Topic B

Eliminación de cualquier forma de intolerancia religiosa en la convivencia diaria.

La libertad religiosa es una condición necesaria para buscar el bien común y la auténtica felicidad. En este sentido, por tanto, la fe y la libertad religiosa tienen que ser vividas y consideradas como un valor positivo que no debe ser manipulado y visto como una amenaza a la convivencia pacífica y a la tolerancia recíproca; es un valor coherente con las demás libertades y contribuye a sostenerlas.

Delegados, esta es una oportunidad para promover normas de convivencia cercana y pacífica entre individuos con diferentes creencias religiosas.


UNESCO is responsible for coordinating international cooperation in education, science, culture and communication. It strengthens the ties between nations and societies, and mobilizes the wider public so that each child and citizen:

  • Has access to quality education
  • May grow and live in a cultural environment rich in diversity and dialogue,
  • Can fully benefit from scientific advances;
  • And can enjoy full freedom of expression

Topic A

Adopción de decisiones y tratamiento de las cuestiones bioéticas

Procurar utilizar los mejores conocimientos y métodos científicos disponibles para tratar y examinar periódicamente las cuestiones de bioética, entablando un diálogo permanente entre las personas y los profesionales interesados y la sociedad en su conjunto.

Delegado, es de suma importante formalizar canales de diálogo y reflexión profunda acerca de las implicaciones que temas de cuestión bioética tengan para todos aquellos miembros que resulten afectados de manera directa o indirecta.

Topic B

Creación y promoción de ambientes propicios para la libertad de expresión, libertad de prensa y seguridad periodística.

La libertad de prensa es un elemento central del derecho más amplio a la libertad de expresión. La prensa (en sus varias plataformas) juega un papel central al informar de forma contextualizada sobre los temas relevantes para todos los ciudadanos.

Esta libertad está amenazada de muchas formas: censuras directas a través de leyes que no respetan los estándares internacionales, concentración de medios, violencia contra medios y periodistas, impunidad en los crímenes cometidos contra medios y periodistas, violencia digital,  auto-censura, entre otras. El rol del delegado es trabajar en el diseño de estrategias para que la libertad de prensa sea garantizada y profundizada.
